The Politics of the Constitution in the Abe Era

 The return of Shinzo Abe as prime minister of Japan in December 2012, together with a younger, more hawkish Liberal Democratic Party behind him and the rise of conservative opposition parties outside of the ruling coalition, has put Japan's pacifist Constitution under political pressure like never before. The intense debate this past summer over the exercise of the right of collective self-defense was indicative of the change of priorities in government policy.

 At the center of these debates over just how far these defense policy changes can go is the New Komeito Party. New Komeito has traditionally defended the pacifist Constitution, but it is now in a coalition with a prime minister whose skepticism toward Article Nine is impossible to disguise.

 Coming to the Club to discuss these matters with our members is Kiyohiko Toyama, a House of Representatives lawmaker and Head of New Komeito's International Bureau. Toyama is a key policymaker in this field, serving as a director of the House of Representatives' National Security Committee. He also holds a Ph.D. in Peace Studies from University of Bradford in the UK.

 The Political Roundtable is a monthly study session series at the FCCJ featuring expert analysis and insider insights on Japanese politics in English.
