Can Tokyo Lead As Well As Follow?

 Why is China not reverting to its very successful “Peaceful Rise” strategy and why is Beijing persisting in provoking neighbors from Tokyo to New Delhi, which are now reinforcing themselves and coalescing? Edward Luttwak, author of "The Rise of China vs the Logic of Strategy" (Harvard University Press 2012) says, “Even a distracted US can contain this China which is increasingly creating an anti-China coalition.” But what of Japan? Can Tokyo make all the changes necessary to be an effective coalition co-leader instead of just a follower?

 A long-time observer of Japan, Dr Luttwak has served as consultant to US government agencies, Japanese ministries and several major corporations. In his "Grand Strategy of the Byzantine Empire" Dr Luttwak states that eastern half of the Roman Empire outlived the western half by 1,000 years because its leaders relied on diplomacy, intelligence and most of all, strategy. Several reviewers have pointed out that the book is not so much about the Byzantine Empire as about the present day.

 Dr Edward Luttwak was born in Arad, present-day Romania and educated in Italy, Britain, and the United States. He holds a PhD from Johns Hopkins University and has been a senior consultant with the Center for Strategic and International Studies in Washington DC. He is the author of sixteen books, several of which have been translated into Japanese.
