Author of "Kamen no Nichibei Domei (Masked Japan-U.S. Alliance)"
Mikio Haruna
Journalist & Visiting Professor,
Graduate School of Political Science, Waseda University
Language: The speech and Q & A will be in English.

Despite the enactment of the new security laws last fall, there has been limited serious debate on Japan's own defense and the new Guidelines for Japan-U.S. Defense Cooperation.

Prizewinning investigative journalist Mikio Haruna says the new security laws are based on the wrong assumptions and discloses new facts about the Guidelines and other documents in his presentations. He specifically questions Abe's "beautiful misunderstanding" of the Japan-U.S. defense arrangements. The Japanese government appears to have distorted English translations of the Guidelines into Japanese to hide the truth. In one clear example, the English version says, "The Self-Defense Forces will have primary responsibility for conducting defense operations," while the Japanese version says, "The Self-Defense Forces will conduct defense operations spontaneously." In the Japanese version, the SDF's 'responsibility' was lost in translation.

At the U.S. National Archives, Haruna has found the secret documents which say, "U.S. forces in Japan are not there to defend Japan." He will also reveal the real reason why the U.S. government does not recognize Japan's sovereignty over the disputed islands, known as the Senkaku in Japan and the Diaoyu in China.

A former Kyodo News reporter and editor, New York correspondent, Washington bureau chief and special correspondent from 1969 to 2007, he won the Vaughn-Uyeda Prize for international reporting in 1995 and the Japan National Press Club Award in 2004 for numerous exclusives on Japan-U.S. relations.

Haruna became a professor at Nagoya University in 2007 and moved to Waseda University in 2010. He has written many books including "Hibakusha in U.S.A", "Secret Files-CIA Operations in Japan" and more recently "Masked Japan-U.S. Alliance". Haruna, who frequently appears on TV news programs, will come to the club to elaborate on these and other delicate issues, such as the dispute over relocating the U.S. Marines' Futenma air base on Okinawa.
