"Saving Okinawa Dugong from US Base Building"

In August, conservationists arguing that the construction of a new US Marine airbase at Henoko threatened the habitat of the endangered sea mammal called the dugong won a stunning legal victory. The 9th Circuit US Court of Appeals affirmed the right to sue to compel the US military to fully consider the impacts of a new US military base in Okinawa.

While Japanese courts have so far consistently lined behind the government to do whatever it pleases in regard to base construction, the San Francisco court took the view that local communities do have legal standing to represent the interests of local biodiversity.

One of the speakers coming to the FCCJ, Peter Galvin, director of programs at the Center for Biological Diversity, stated at the time, "This ruling is a critical lifeline for the highly endangered Okinawa dugong. We are hopeful that an objective review of the project will cause the US Department of Defense to rethink this environmentally and socially disastrous military base expansion plan."

With critical local elections scheduled for next year -- the mayoral race in Nago in February and the Okinawa gubernatorial race in November -- now is an ideal time to look afresh at some issues at stake in the base construction process.

Both of our speakers are plaintiffs in the lawsuit to protect the dugong. Peter Galvin is director of programs and the cofounder of the Center for Biological Diversity; and Yoshikazu Makishi is Architect and Caretaker of the Okinawa Environment Network.
