Toyoshi Fuketa, Chairman of the Nuclear Regulation Authority

The safety of Japan's 54 nuclear reactors was brought into question by the multiple meltdowns at the Fukushima Daiichi Nuclear Power Plant in the aftermath of the March 2011 earthquake and tsunami. In part, the tragedy was blamed on regulatory capture, the phenomenon in which an agency charged with protecting the public interest becomes too cozy with the industry or companies it oversees, leading to lax enforcement of environmental or safety rules.          

To prevent a recurrence, the former Nuclear and Industrial Safety Agency, which was under the Ministry of Economy, Trade and Industry, was replaced by the Nuclear Regulation Authority, which reports to the cabinet. It's role is increasingly important as the government and the nation's electric utilities seek to restart Japan's nuclear reactors. The authority also has responsibility for overseeing the decommissioning and clean up of the Fukushima Daiichi Nuclear Power Plant. Toyoshi Fuketa, chairman of the Nuclear Regulation Authority, will discuss the current situation of the reactors at Fukushima Daiichi and the options for disposing of the contaminated water presently stored at the plant. He will also talk more broadly about ensuring nuclear power safety.

After earning a doctor of engineering from Tokyo Institute of Technology in 1987, Fuketa joined the Japan Atomic Energy Research Institute (JAERI) and climbed through the ranks eventually becoming deputy director general of the institute's Nuclear Science and Engineering Directorate. He joined the Nuclear Regulation Authority when it was formed in September 2012 and became its chairman last September.
