Special indefinite imprisonment has been gradually turned into de facto life imprisonment, a little-known aspect of Japan's often opaque criminal justice system. Indefinitely held prisoners have sometimes lingered behind bars for decades with no right to file an application for parole. Prisoners can be subjected to treatment that can be described as torture, and some inmates have even died from causes such as tuberculosis, flu, and heatstroke.

Fumiaki Hoshino has been such a prisoner for 44 years. On November 14, 1971, workers and students held a large demonstration in Tokyo against the Okinawa Reversion Agreement between Japan and the United States. Hoshino, one of the leaders of the demonstration, was accused of being the perpetrator of the murder of a police officer from the Niigata Prefecture Police Department who had been mobilized against the demonstration, and he was sentenced to indefinite imprisonment. He continues the struggle for retrial, maintaining his innocence.

Attorneys for Hoshino will come to the Club and explain why they have submitted a complaint to the UN Human Rights Council on their client's extremely long 44 years of imprisonment, and the arbitrary and inhumane punishments he has been subjected to while behind bars. Akiko Hoshino, his wife, will also explain the situation.
