"The New Law of Whaling"

Language: The speech and Q & A will be in Japanese with English interpretation

The passage last month of a new whaling law is a clear sign that Japan is not about to bow to international pressure to end its research whaling program.

The law has two general aims: to enable Japan to take action against conservationist groups and to increase the domestic consumption of whale meat after decades of decline.

Japan's eventual goal, according to the law, is to resume commercial whaling, which is currently banned by the International Whaling Commission.

Faced with what Japanese fisheries officials claim are serious threats to Japanese whalers' safety from conservation groups such as Sea Shepherd, the law enables Japan to take action against activists, including banning them from entering Japan.

The legislation frees up new funds to repair Japan's aging whaling fleet and to secure enough fisheries workers to conduct its annual hunts in the Southern Ocean.

It will also offer protection to firms that process and sell whale meat, amid claims that some are reluctant to deal with the product for fear of retribution from overseas clients.

The FCCJ is pleased to host a panel discussion on the contentious new law that will include opinions from both sides of the debate.

Kiyoshi Ejima represents the Yamaguchi constituency for the Liberal Democratic Party in the upper house and is a former mayor of Shimonoseki, the centre of Japan's whaling industry.

Shigeki Takaya has director of the Whaling Affairs Office at the Fisheries Agency since April 2016.

Nanami Kurasawa is secretary general of the Dolphin and Whale Network and has been campaigning on whaling issues since 1987.
