Okinawa's February 24th referendum on the construction of a controversial US airbase has raised the stakes in the prefecture's standoff with the central government. Over 70% of voters (with a turnout of 53%) said they opposed building the base. The government of Prime Minister Shinzo Abe responded by ordering construction to continue.

Though nonbinding, the referendum result further complicates the government's two-decade-old plan to relocate the US Marine Corps Air Station Futenma from the crowded city of Ginowan to the quiet fishing village of Henoko. It also boosts the political standing of Okinawa's governor, Denny Tamaki, who was elected last September to stop the relocation.

Tamaki is in Tokyo to demand that the central government accept what he called the "decision" of the Okinawa people and scrap the Henoko plan. But experts say Abe is unlikely to back down. He has promised to build the base as part of Japan's commitment to its security alliance with the United States and has invested considerable political capital in the plan.

Tamaki will come to the FCCJ directly from his meeting with Abe at the Prime Minister's Office. He will be joined by Jinshiro Motoyama, an anti-base campaigner who went on hunger strike in January in front of the Ginowan city government building. Motoyama's citizens' group collected more than 92,000 signatures calling for the referendum.
