"Making Women Shine in Japan's Male-dominated Politics"

When Yoshihide Suga became prime minister this month, he vowed to carry on the key policies of his long-serving predecessor Shinzo Abe, including a 2013 initiative to make Japan a "society where women shine."

But despite the fact that Japan's female empowerment in politics is at the lowest level in the industrialized world, Suga appointed just two women in his inaugural 20-member cabinet, down one from Abe's last lineup. He picked another two for the top 10 executive posts in the ruling Liberal Democratic Party (LDP).

One of those picks is Seiko Noda, a lower-house member since 1993. Among the posts she has held is internal affairs minister, with a concurrent mission for gender equality (2017-2018), and postal minister (1998-1999). Her new appointment as deputy to LDP Secretary General Toshihiro Nikai, leaves her well placed to speak on the role of women in politics and how she will support Suga, who served as chief cabinet secretary through Abe's 7.5-year tenure.

During the three-man election that gave Suga the party presidency and premiership, Noda (60) expressed doubts about the skewed gender balance. "I don't see any signs of women on such a big stage although they make up half of the population," she said. Noda, who also chaired the LDP's decision-making General Council from 2012-2014, has never concealed her ambitions to become prime minister. Her failure to secure enough support within the faction-ridden LDP meant she was forced to abandon her quest.
