"Voices from Okinawa; Opposing the Construction of Takae Helipad"

The long-running controversy over the relocation of the Futenma Marine base on Okinawa to Oura Bay off Henoko may have obscured an increasingly bitter struggle further north on Okinawa’s main island. While the Henoko construction has stalled for now, the national government in Tokyo has started building helipads in the jungle territory of Takae.

Hundreds of riot police have been deployed to the site since July, where they have repeatedly clashed with protestors. The Tokyo government cites a 1996 agreement under which six helicopter-landing pads were to be built as a condition for the return of roughly half of the Gonsalves' Jungle Warfare Center in the Yanbaru Forest.

Many local people are furious that the new sites will be used by the Osprey, a noisy (and, critics say, accident-prone) vertical-lift aircraft. Takeshi Onaga, Okinawa's governor, has warned that by pressing ahead with construction Tokyo risks further alienating his constituents. But the central government does not seem inclined to back down.

Three distinguished speakers, all opponents of construction, have agreed to come to the FCCJ and discuss what's going on. Yoichi Iha represents Okinawa in the House of Councilors. He defeated Aiko Shimajiri, state minister for Okinawa and Northern Territory affairs, in the July 10 House of Councilors election. Keiko Itokazu, is also a member of House of Councilors from Okinawa. Hideaki Uemura is a professor at Keisen University.
