Foreign Minister Katsuya Okada has emerged as one of the Hatoyama administration's key policymakers. He has quickly taken charge of Japan-U.S. alliance issues, is developing and implementing the DPJ's East Asian community policy and has a key responsibility for Japan's international contribution to the climate change challenge.

A Todai law graduate and one-time MITI bureaucrat, Okada entered the Diet with the LDP in 1990. Leaving the governing party in 1993, he progressed through various minority parties and in 1998 was a foundation member of the current DPJ. He was president from May 2004 until immediately after the party's September 2005 general election defeat. He became secretary-general in May and last month left that post to join the first Hatoyama cabinet as Foreign Minister.
