Description:

Since Lieutenant General Edward A. Rice last spoke at the club in November, the inauguration of the administration of President Barack Obama has altered Washington's political management of the Japan-U.S. strategic alliance.

The issues and challenges confronting the alliance remain, however, ranging from the relocation of U.S. bases in Okinawa -- agreed in principle, but far from settled -- to North Korea's threatening behavior, missile defense cooperation and Japan's future role in the Afghanistan campaign.

Rice may also soon be dealing with a different Japanese government, perhaps one with different priorities for the alliance.

A command pilot with more than 3,800 flying hours, he has been the senior American military officer in Japan since February 2008.

Rice has committed to maintaining open communications with Japanese and foreign news media here.
