Shortly before U.S. President Barack Obama was to unveil a vision for a world without nuclear weapons in Prague, North Korea launched a rocket, saying it successfully put a satellite into orbit.

But Japan, the United States and South Korea suspect the launch was a Taepodong-2 long-range ballistic missile test.

Hiroyuki Hosoda, secretary general of Japan's ruling Liberal Democratic Party, later criticized former Secretary of State Condoleezza Rice and former chief U.S. nuclear negotiator Christopher Hill for being "weak-kneed" in dealing with the North's nuclear issue.

David Gordon, who served as director of policy planning at the U.S. Statement Department under Rice from June 2007 to January 2009, will talk about North Korean and other key issues at a luncheon meeting at the Club during his trip to Tokyo.

He played a key role in developing policy ideas for Rice on issues such as Afghanistan and Pakistan as well as U.S. engagement in East Asia and the multilateral response to the global financial crisis. Prior to his work with the State Department, Gordon also worked for the National Intelligence Council and CIA.

The Washington-based Gordon is now head of research and director of global macro analysis at the New York-based global political risk research and consulting firm Eurasia Group.
