An end to the excessive dependency on bureaucrats and their "amakudari" golden parachutes helped The Democratic Party of Japan secure its landslide August victory, but just over a month after coming to power, the DPJ-led government has compiled a bloated state budget and appointed the former Vice Finance Minister Jiro Saito as the next president of Japan Post Holdings.

Three experts with in-depth knowledge of the Japanese government will come to the club to explain whether or not they think the Hatoyama Cabinet can keep its election campaign promises.

Katsuhiko Eguchi served as an adviser to Panasonic founder Konosuke Matsushita before becoming president of PHP Research Institute, created by his former boss. He advocates small government for greater decentralization.

Yukihiro Hasegawa, a former Brussels bureau chief and now an editorial writer of The Tokyo Shimbun and The Chunichi Shimbun, has extensively covered the Kasumigaseki district. He has written books about politicians, bureaucrats and journalists, including "A 700-Day Battle with Bureaucrats" and the prizewinning "The Identity of Japan."

Shusei Tanaka is a former House of Representatives lawmaker and one of only a handful of people who have known Hatoyama ever since they banded together to found the now-defunct New Party Sakigake in 1993 amid a row over political reforms. A university professor, he heads the nonprofit organization Minkenjuku to address crucial issues of our times, including the challenges facing the Hatoyama government.
