Tokyo has been expecting a big earthquake for decades and the March 11 disaster has only reinforced the concern of those who think that a real big shock of the same magnitude hitting Japanese capital would have an impact many times more severe. As a result, preparations are already underway at various levels to find ways of mitigating possible far reaching consequences of a much expected earthquake striking Tokyo.

A group of Japanese Diet members representing various political parties has formed an association to promote urban crisis management. The organization, has been suggesting the establishment of a substitute capital at the site of Osaka International Airport at Itami, which would replace all the functions of the capital city in case of an emergency, and transform Japan into a country driven by two cities—Tokyo in the east and Osaka in the west

Governor Hashimoto of Osaka has declared that Osaka will accept the role of the backup position of Tokyo, while Governor Ishihara of Tokyo has acknowledged the idea of an alternate capital; although he said he could not support the idea of the capital moving out of Tokyo.

The proposed new town will be called IRTBBC (Integrated Resort, Tourism, Business and Backup City). There will be a 650-meter high tower, the tallest in the world. Casinos will be permitted in the city, similar to other advanced foreign countries and it will also have a big central park.

A group of Diet members representing the new association will brief the foreign media about their proposal. Hajime Ishii will make the main presentation, supported by Banri Kaeda of DPJ, Shizuka Kamei of Kokumin-shinto, and Ichiro Aisawa of the Liberal Democratic Party (LDP).
