As Russian troops close in on the Ukrainian capital of Kyiv and Russian President Vladimir ratchets up nuclear tensions, the European Union is toughing up its stance against Moscow.

The EU agreed Sunday to provide €500 million in arms and other aid to the Ukrainian military, in a move the bloc described as a "watershed moment" in its history. The plan was announced a day after the German government said it would provide lethal weapons -- a historic shift by a country that had long prohibited sending arms into conflict zones.

The bloc also now has the question of whether to accept Ukraine's application for membership. There is also the question of how Japan, which has implemented sanctions, should now respond to the crisis.

Patricia Flor, ambassador of the EU to Japan, will speak at the club about these issues. She will speak after similar press conferences by the ambassadors of Ukraine, Russia and the U.S. last week.
