PRESS CONFERENCE
Japan-Ukraine Venture to Compete with China in Drones
Toru Tokushige, CEO of Terra Drone
Denys Svyatokum, Head of Ukrainian Dual-Use Technology Cluster
Kateryna Yavorska, Head of Japan-Ukraine Drone Cluster

13:00-14:00 Monday, April 27, 2026
Language: The speech and Q & A will be in English.

Japan was an earlier developer of drones, but it failed to turn its technology into market share, allowing China to become the world's dominant producer. Today, Japan makes only 1,000 drones per year, but a new alliance may change that.

The Japan–Ukraine Drone Cluster is bringing together Ukrainian drone producers, who have battlefield-tested technology and experience, with Japanese manufacturers. Combining the two countries' strengths, the Cluster aims to develop new drones with non-military applications such as infrastructure inspection, environmental monitoring, surveying, and disaster response.

While this is the first collaboration between Japan and Ukraine in drone production, the Cluster is also eyeing sales in other countries that are seeking to reduce dependence on China. Please join us at the FCCJ, where Japanese and Ukrainian leaders of the project will speak about the collaborative venture and its effort to break into the global drone market.
