Last month, veteran lawmaker Muneo Suzuki traveled to Moscow and met with senior officials, including former Russian ambassador to Japan and current Deputy Foreign Minister Mikhail Galuzin. Suzuki, known for his close ties to Russia, made the trip without notifying Prime Minister Fumio Kishida's government. He hoped to get the Kremlin to reopen direct visits by former residents of the Northern Territories to their ancestral gravesites. Such visits were suspended after Japan sanctioned Russia following its February 2022 invasion of Ukraine. Suzuki also pushed Russia to allow Japanese fishing fleets into Russian territorial waters beside Hokkaido to harvest konbu, as per past bilateral agreements.
