While Japan has recorded comparatively few cases and deaths during the coronavirus pandemic, Prime Minister Shinzo Abe has drawn criticism for doing too little, too late, as the number of infections continues to rise, particularly in major cities such as Tokyo and Osaka.

Amid warnings that Japan has yet to experience the worst of the outbreak, health experts have cast doubt on the effectiveness of the state of emergency declared in the capital and six other prefectures in early April and expanded to the rest of the country a week later.

Local authorities have asked people to stay indoors and requested that nonessential businesses close, but there are no penalties for those who fail to comply. The government has said people have to reduce contact with others by 70-80% to avoid an explosive growth in infections in Japan.

Kenji Shibuya, director of the Institute for Public Health at King's College, London, is among those who have said the state of emergency declaration came too late, given the explosive increase in cases in Tokyo.

In an online briefing, Shibuya will share his views on Abe's response to the coronavirus outbreak and offer advice on how he believes Japan can avert a major public health disaster.
