Striking First? Japan's Defensive and Offensive Options

In a break with Japan's cautious defense stance since the end of World War II, a policy research group in the ruling Liberal Democratic Party urged the nation to arm itself with long-range offensive weapons such as cruise missiles.
The group, led by former Defense Minister Itsunori Onodera, is calling on the government to consider giving Japan the capacity to attack foreign bases. This is against the background of what Prime Minister Shinzo Abe has called a "new level of threat" from North Korea.
Another recommendation is for Japan to consider stepping up its capacity to intercept incoming missiles by introducing new technology such as Terminal High Altitude Area Defense -- known as Thaad -- or Aegis Ashore defense systems.
Onodera will come to the club to discuss the regional security situation, the North Korea problem, and the steps Japan should take to deal with such threats. He will be joined by Gen Nakatani, another former defense minister who served as a first lieutenant in the Ground Self-Defense Forces.
