Former Prime Minister Yoshihiko Noda has been leader of his opposition Constitutional Democratic Party of Japan for nearly a year, a period with two national elections and now an upcoming Liberal Democratic Party presidential election that likely will determine the nation’s next leader, after the intended resignation of Prime Minister Shigeru Ishiba.

Noda, who served as premier from 2011 to 2012, previously ruled out any grand coalition with the LDP, but his party failed to gain on LDP opposition in the July election, which the CDP called a "de facto" defeat. The party had called for measures to deal with Japanese inflation such as lowering the consumption tax on food to zero and reducing gasoline and diesel prices, but voter interest was muted.
